Fire Chief Russell Shelley joined the Richland Hills Fire Department in November 2014 as a Battalion Chief.  Chief Shelley previously served for 17 years with the Colleyville Fire Department and 14 years as a firefighter and officer at several volunteer departments.  Chief Shelley has an Associate’s Degree in Fire Protection Technology from Tarrant County College; a Bachelor’s Degree in Occupational Safety & Health/Fire Science from Columbia Southern University; and a Master’s Degree in Executive Fire Service Leadership from Grand Canyon University. Chief Shelley has also completed the National Fire Academy’s Executive Fire Officer Program and the Certified Public Manager Program at the University of Texas at Arlington.  Chief Shelley currently holds the following state certifications:

Master Firefighter

Licensed Paramedic

Fire Instructor II

Hazardous Materials Technician

Fire Officer II

Fire Inspector
