The municipal government of the City of Richland Hills consist of a City Council composed of a Mayor and five (5) Councilmembers. All City Council positions are elected from the City at-large in an election held in May of each year.
Each member of the City Council, on the date of election, must be at least twenty-one (21) years of age, a citizen of the United States of America and a registered, qualified voter of the State of Texas; shall reside and shall have resided for at least one year preceding the election at which he is a candidate, within the corporate city limits of Richland Hills.
