Engineering Group is requesting Richland Hills to approve the attached
resolution for a Municipal Setting Designation (MSD) for the property owned by
QuickTrip/ Five Star Ford. The property is located at the SW corner of Rufe
Snow and HWY. 820. An MSD approval resolution is required by the State of Texas
(TCEQ) to all cities within a 5 mile radius of a site of a city that provides water
to their residents from wells, when contaminants are found at the site, but are
within the allowable limits set by the state. The report states “concentrations
of contaminants in the soil and groundwater at the northeast corner of the
designated property are noted below applicable health-based Protective
Concentration Levels (MSD-adjusted PCLs)”. The City of North Richland Hills
approved an ordinance on September 16, 2011 in support of the MSD at the
property. Page 1 of the proposed report gives a summary the MSD request.

please place this request on the council’s February 21, 2012 agenda for their
