Agenda Item Caption: CONSIDER DISCUSSING AND REVIEWING BIDS RECEIVED FOR THE REPLACEMENT OF THE EXTERIOR WALLS OF THE LIBRARY – Consider discussing and reviewing bids received for the replacement of the exterior walls of the Library which Council approved as a capital project as part of the FY 2010-11 Budget.

Administrative Comments: Council approved the replacement of the exterior walls of the Library during the FY 2010-11 Budget process. Upon the adoption of the budget, Council awarded a contract for the amount $19,500 to LBL Architects for architectural and engineering services regarding renovation of Library exterior. At its Tuesday, April 26, 2011 Regular Meeting Council approved approving plans and specifications for the replacement of the Library exterior wall plus alternate for Library roof repair and authorized staff to seek competitive sealed bids for the project.

Bids were opened on Friday, June 9, 2011 with two responsive bids being received. Hutcherson Construction, Inc. submitted the high base bid $172,020 ($181,440 with Alternates 1 & 2) and Pete Durant & Associates submitted the low base bid at $122,226 ($132,366 with Alternates 1 & 2). The cost of the project was estimated at $170,000 at the time of the FY 2011-11 budget workshops.

To fund this project, Council must complete a budget amendment so that General Reserve Funds can be utilized. The FY 2009-10 audit report states that the City has $2,672,823 in unreserved fund balance available for spending at the City’s discretion. There are more than enough reserve funds to support his project. Under Agenda Item Number 13, Council may schedule, advertise and conduct a public hearing on the budget amendment at its Tuesday, July 14th Regular Meeting.

Staff Recommendation: Consider reviewing bids received for the replacement of the exterior walls of the Library which Council approved as a capital project as part of the FY 2010-11 Budget.
