Subject: Baker Detention Pond Bid Award
Attached, is the bid tabulation and the engineers recommendation for the reconstruction of the Baker Blvd. Detention Pond (BBDP) locally know as the Faith Creek Detention Pond. This is the first contract to be awarded in the overall BFC 5 Capital Improvement Program. The first phase project includes construction of three detention ponds; 1) BISD Detention Pond located at Richland Elementary School, 2) Latham Detention Pond located at 7025 Latham, and 3) Baker Blvd. Detention Pond located north of Baker Blvd. and east of Faith Creek Rd. The plans and specifications for the Baker Blvd. Detention Pond were approved by council on April 12, 2011.
Basically the project includes deepening the existing detention pond area, reinstalling a larger reinforced concrete structure in the existing levee, extending the existing box culvert on Baker Blvd. north, and installing misc. drainage piping and rip rap.
The city received two bids for the project, Jackson Construction, LTD, and Earth Builders. The low bidder, based on the alternate bid, was Earth Builders at $483,382.00. Jackson Construction bid $541,455.00. The alternate bid was selected because the use of concrete is as efficient as the turf reinforcement mat and less costly.
Earth Builders has successfully completed construction projects for Halff & Associates in Wichita Falls and is recommending them as the low bidder. Therefore, please place on the council’s May 24, 2011 agenda to award the reconstruction of the Baker Blvd. Detention Pond Contract to Earth Builders in the amount of $483,382.00.
