After the redesign of the Richland Elementary Detention Pond (REDP) grades, Halff & Associates submitted a proposal requesting additional funds for 1) redesign grades required by BISD; 2) preparation of an Environmental Permit (404) for the REDP; and, 3) coordination with TCEQ to determine if the pond’s spillway required additional study to meet TCEQ’s Dam Safety (DS)  and Emergency Action Plan (EAP) requirements. According to the consultant, this is a new regulation and was not anticipated to be required.

Halff met with TCEQ and it was determined that a detailed analysis was required to insure the spillway on the west side of the pond met their safety requirements. Attached, is a detailed explanation from Halff of the work required and associated costs. The total cost of $21,837.00 is a not-to-exceed cost and will be billed on a unit cost times a multiplier which means only the amount of time spent developing the report would be billed but will not to exceed $21,837.00.

Therefore, please place on the council’s March 22, 2011 agenda to approve the additional not-to-exceed expenditure of $21,837.00 to Halff & Associates for additional study of the REDP for Dam Safety and Emergency Action Plan. Please contact me if you have any questions.
